Yes they can, but I think you have to take a course on a certain part of it.

Surely you'd be driectly employed by the railroad company. The work is safety related and a third party organization (contractor) could not be relied on to adhere to important safety regulations

Yes, they can. In fact, railcar inspection is one of the few areas where qualified people are hired on a temporary or freelance basis. To be hired, you need prior experience with motors, control systems, rail/track/wheel components and signal operations. There are jobs for inspectors both in the US and UK.
