It depends on what you're doing. You can advertise everywhere--craigslist, local grocery store, the newspaper, by mail, phone, or referrals. In order to get referrals though you must be willing to put a little money in to get your name out there and recognized. I would recommend craigslist and sending flyers out in the mail to other businesses depending on what you're trying to do--it'll be the cheapest mediums to work through. Good luck!
